Water Facilities Operations and Maintenance Manager is responsible for overseeing the day-to-day operations and maintenance of a water treatment plant and distribution system, including planning, scheduling, and supervising staff to ensure the reliable delivery of clean water while adhering to all safety and regulatory standards, optimizing system efficiency, and managing budgets for maintenance and repairs; they typically monitor water quality, perform inspections, troubleshoot issues, and implement preventative maintenance programs across all water facilities. 

Experience: Minimum 10 years of experience as an Operations & Maintenance OR related role in water projects, including:. Managing, overseeing and implementing the O&M Functions for main cities and villages, with activities covering: wells, water treatment Plant, tanks, Sewage Plants, Pumping Station, water and sewage networks, water network distribution.

Key Responsibilities:

• Operational Management:
  • Plan, prioritize, and schedule routine operations and maintenance activities for water treatment plants and distribution systems. 
  • Monitor water quality parameters at all stages of treatment and distribution, ensuring compliance with regulatory standards. 
  • Oversee the operation of pumps, valves, storage tanks, and other critical water system components. 
  • Respond to operational emergencies and coordinate necessary repairs. 
• Maintenance Oversight:
  • Develop and implement comprehensive preventative maintenance programs for all water facilities and equipment. 
  • Conduct regular inspections of water infrastructure to identify potential issues and initiate timely repairs. 
  • Manage maintenance contracts with external vendors for complex repairs or upgrades. 
  • Monitor and manage inventory of spare parts and supplies needed for maintenance activities. 
• Staff Management:
  • Supervise and train operations and maintenance personnel on proper procedures, safety protocols, and equipment operation. 
  • Assign tasks and delegate responsibilities based on staff expertise and workload. 
  • Conduct performance evaluations and provide feedback to staff. 
• Compliance and Reporting:
  • Ensure adherence to all local, state, and federal regulations regarding water quality and safety standards. 
  • Maintain detailed operational records and reports on water quality, maintenance activities, and system performance. 
  • Collaborate with regulatory agencies to address compliance concerns. 
• Budgeting and Cost Control:
  • Develop and manage the operations and maintenance budget for water facilities. 
  • Monitor expenses related to repairs, maintenance, chemicals, and labor costs. 
  • Identify cost-saving opportunities and implement efficiency measures. 

Required Skills and Qualifications:

• Bachelor's degree in Engineering, or a related field
• Extensive experience in water treatment plant operations and distribution system management
• Knowledge of relevant water quality regulations and safety standards
• Proficient in SCADA systems and data analysis
• Strong leadership and supervisory skills to manage a team of operators and maintenance technicians
• Excellent communication and problem-solving abilities
• Ability to work independently and as part of a team
